tabhshed therein, and for these purposes to grant to said factories
|

and industries financial aid in such manner as they in their judg-
|
|
|
|
ment may think will he for best interest of the city, to provide
|
|
|
|
by ordinances for the abatement of all or any taxes levied by their
|
|
|
|
authority for any of the purposes of the corporation upon any
|
|
|
|
mechanical tools or implements whether worked by hand or steam
|
|
|
|
or other motive power, machinery, manufacturing apparatus or
|
|
|
|
engines owned by any individual, firm or corporation in said city;
|
|
|
|
and which shall be actually employed and used in the business of
|
|
|
|
manufacturing in said city, and upon any of the raw materials or
|
|
|
|
stock owned and used by said individuals, firms or corporations in
|
|
|
|
and for the purpose of the manufacturing business in which they
|
|
|
|
are engaged and not kept or offered or intended to be offered for
|
|
|
|
sale in its said raw or unmanufactured condition, and upon all
|
|
|
|
real estate actually used, occupied for said manufacturing pur-
|

pose, and it shall be the duty of the clerk of said city to make
|

such abatement of taxes levied as aforesaid as may be authorized
|

and directed by said mayor and city council; provided, that ap-
|
|
|
|
plication for such abatement shall be made and verified to the sat-
|
|
|
|
isfaction of said mayor and city council by the oath of the party
|
|
|
|
applying for the same or other satisfactory evidence before the
|
|
|
|
annual closing of said tax list in each year; and said clerk shall
|
|
|
|
further keep a record of all abatements made by them as aforesaid,
|
|
|
|
and report in writing the aggregate amount thereof during the
|
|
|
|
vear to the said mayor and city council on or before the first day
|
|
|
|
of December in each year, and said mayor and city council are
|
|
|
|
further authorized and empowered for the purpose of inducing
|
|
|
|
manufactories and manufacturing enterprises to locate their works
|
|
|
|
and plant and operate the same in said city, to contract with the
|
|
|
|
owners thereof to exempt for a term of years from all municipal
|
|
|
|
taxation all such property both real and personal as may be
|
|
|
|
actually used, occupied and employed for said manufacturing pur-
poses; provided, that such contract shall not provide for said ex-
|
|
|
|
emption for a larger period than fifty years, and the said mayor and
|
|
|
|
city council are authorized and empowered to ratify and confirm
|
|
|
|
any contract made by the said corporation during the year eigh-
|
|
|
|
teen hundred and eighty-nine with the firm of Faust and Son, to
|
|
|
|
induce them to locate their shoe factory in said city to the same
|
|
|
|
extent to which said mayor and city council could under this sec-
|
|
|
|
tion have made a valid binding contract with said firm.
|
|
|
|
186. Said scales shall be adjusted at least once in every six
|
|
|
|
months by the standard for weights for the city of Baltimore,
|

the expenses of which adjustment shall be paid by the inspector.
|
|
|
|
187. The county commissioners shall be relieved from the care
|
|
|
|
of the roads, streets and alleys within the corporate limits of the
|
|
|
|
city of Havre-de-Grace, and the care of the same shall be trans-
|
|
|
|
ferred to the mayor and city council of Havre-de-Grace; and in
|
|
|
