SEC. 6. And be it enacted, That all persons sum-

and detailed to perform, take and subscribe before


the clerk of the Circuit Court for Wicomico county,


an oath in the usual form and manner prescribed


by law, that they will, without fear, love or affec-


tion, faithfully and impartially perform all the du-


ties of special constables during the time for which


they were summoned and detailed to act as such,


and in strict accordance with the provisions of this


act ; and that all such persons, after they are sum-


moned and sworn in as aforesaid, shall be known,


recognized and respected as "special constables,"


and shall have full power, authority and jurisdic-


tion in the discharge of their several duties within


the fair grounds and other enclosures belonging to


and controlled by the association aforesaid, and also


within the distance of one half mile beyond and


surrounding said grounds and enclosures; and the


said special constables shall arrest all disorderly per-


sons within their said jurisdiction, whom they shall


find or hear of disturbing the peace, or in any man-


ner interrupting the progress of any fair or exhibi-


tion held as aforesaid, or violating any of the pro-


visions of this act, or any of the by-laws, rules and


regulations of the said association, not inconsistent


with the laws of- this State, and shall forthwith take


the said violators before the nearest justice of the


peace of the said county, to be dealt with in strict
