the same are hereby repealed and re-enacted so as to

|

read as follows :
|
|
|
|
65. The inhabitants of the town of Elkton, Cecil
|
|
|
|
county, are a corporation by the name of President
|
|
|
|
and Commissioners of the town of Elkton, and by
|
|
|
|
that name shall have perpetual succession, may sue
|
Corporation.

|
|
and be sued, may purchase, hold and dispose of real,
|
|
|
|
personal and mixed property, for the use and benefit
|
|
|
|
of said town ; and may have and use a common seal,
|
|
|
|
which may be altered at pleasure.
|
|
|
|
66. They shall be five in number, and shall be
|
|
|
|
elected on the first Monday in May, annually, and
|
|
|
|
all male citizens of the United States above twenty-
|
|
|
|

67. The said commissioners shall, annually, desig-

nate the time and place of holding said election, and
|
|
|
|
give at least two weeks' notice thereof by notices set
|
|
|
|
up at five of the most prominent places in said town ;
|
|
|
|
and at some meeting prior to the first Monday of
|
|
|
|
May in each year shall appoint some person to act
|
|
|
|
as judge of said election, who, before acting as such,
|
|
|
|
shall qualify in same manner as judges of election
for State and county officers in this State are required
to qualify, before a justice of the peace, and shall

open the polls at two o'clock P. M. on the first

six o'clock P. M. ; and the five persons voted for

at said election, who shall respectively receive the

|
|

said town for the ensuing year and until their suc-

cessors are duly elected and qualified.

|
|
68. If at any election for commissioners it shall
|
|
|
|
appear by the certificate of the judge of said election
|
|
|
|
that any two or more persons voted for as commis-
