SEC. 20. And be it enacted, That the tax on the


real property of non-residents, if there be no per-


sonal property thereon, shall be collected out of the

councilmen shall have power to provide for laying

the mayor and councilmen proceed to execute any


of the powers vested in them by this section, at least


thirty days' notice shall be given of any application


which may be made for the passage of any such or-


dinance, by advertisement.


SEC. 22. And be it enacted, That the Mayor and


Councilmen may, when requested in writing by the
