perform the duties of commissioner of the said town


without favor, partiality or prejudice, and a certifi-


cate of such qualification shall be returned by the


justice to the commissioners, to be filed and recorded


among the proceedings. The said commissioners


shall meet at some public place in said town, as shall


be previously determined upon, on the first Tuesday


of every month after their election, and as much of-


tener by adjournment as they shall judge necessary.

order a new election and give ten days notice thereof,
