181. Every resident of this State who is the owner of a
motor vehicle, and every non-resident owner whose motor
vehicle shall be driven in this State, except as herein otherwise
provided, shall file in the office of the secretary of State at
Annapolis a declaration, duly verified by affidavit made before
a notary public of this or any other State, that such owner for
the person who is to operate the same is competent to drive
the motor vehicle for which application for license is made,
and a written statement containing the name and address of
such owner, together with a brief description of the character
of such motor vehicle, including the name and maker and the
