Springfield Hospital.

20. Board of managers authorized to construct and operate steam or electric
railway from Sykesville to the institution; also telegraph, telephone
and fire alarm lines; electric light and power plant, dam and reser-
voir; also granted power to condemn for such purposes.

20. The said board of managers are hereby authorized and
empowered to construct as part of and auxiliary to said insti-
tution a steam or electric railway track or switch running
by the shortest practicable route from said grounds and build-
ings to some point on the Baltimore and Ohio Railroad in
or near Sykesville, in Carroll county, and to equip same, so
far as may be necessary, and to use and operate it for the
needs of the said institution, and to construct and operate a
line or lines of telephone, telegraph or fire-alarm wires between
said hospital and the said town of Sykesville or some other
more convenient point or points; and also to erect at some
desirable and convenient point to be selected by said board
an electric light and power plant for the use and benefit of
said hospital, and to operate the same, and also to construct
at some desirable and appropriate spot to be selected by said
board, a dam or reservoir of sufficient capacity to supply with
water the present and probable future needs of the hospital,
and to do all things necessary and proper to carry out the pur-
poses herein mentioned, with full power on the part of said
board of managers to acquire by purchase, condemnation or
otherwise, such lands, water rights, rights of way, or other
property as may be necessary or desirable to the carrying out
of any of the above purposes, and to pay for the said improve-
ments as they may be made from time to time out of such
funds as may heretofore have been appropriated by the State
of Maryland for the purpose of the completion of the Spring-
field State hospital, or as may hereafter be appropriated. *
