against the said veterinary inspector, and said appeals shall be
acted on by said court in the same manner as appeals from
justices of the peace; provided, no animal may be appraised
or paid for under the provisions of this sub-title that has been
slaughtered for more than three years before the passage of this
section; and provided further, that all animals that have been
slaughtered as aforesaid within three years prior to the pas-
sage of this section may be appraised and paid for as herein-
before set forth, and including such animals as were not passed
by said veterinary inspector, but were slaughtered by reason
of having tuberculosis and upon the advice of any regular
veterinarian after a careful test by the injection of tuberculosis
of Koch's lymph; provided further, that such appraisement
shall be made within six months from the passage of this
section; and no animals slaughtered after the passage of this
section shall be appraised and paid for hereunder unless such
appraisement shall be made or begun within six months from
the time when such animals were slaughtered.

4. Said Maryland asylum and training school for feeble-
minded shall receive, care for and educate, free of charge, all
idiotic, imbecile and feeble-minded persons of this State whom
the board of visitors shall consider proper subjects to receive
