occupied by the said crop or crops, with right of necessary
ingress or egress; and provided further, that these sections
26, 27 and 28 shall not apply to existing mortgages, deeds or
instruments as aforesaid.

1900, ch. 656.

29. All mortgages and assignments of mortgages defectively
sworn to and recorded in this State since the 14th day of
March, in the year 1898, before any officer authorized by the
laws of this State to administer oaths or to take affidavits,
shall be as valid to all intents and purposes as if the said
mortgages or assignments of mortgages had been sworn to in
conformity with law.

ARTICLE LXIX.

OFFICERS.

12. Persons appointed to public office to be residents of this State.

1900, ch 856.

12. No person shall be appointed to any public office in the
State of Maryland who has not been an actual bona fide resi-
dent of this State for at least twelve months prior to the day
of his appointment, and no person shall be appointed by any
State or county officials unless such person so appointed shall
have been an actual bona fide resident of the State of Mary-
land for at least twelve months, and of the county wherein he
is appointed for at least six months prior to the day of his
appointment. This section shall not affect appointments of
officers requiring special knowledge or training, or the appoint-
ment to offices requiring expert knowledge or training.
