16. All persons who shall have successfully passed the
required examinations and have made the oath or affirmation
prescribed by the preceding section, shall be deemed to be enlisted
and mustered into the Maryland National Guard, commissioned
officers until their commissions shall have been duly vacated,
and non commissioned officers and privates for the period of
three years from the date of such enlistments, unless sooner dis-
charged by proper authority.

2. DISCIPLINE.
1900. ch. 657.

20. The first brigade shall be inspected under orders and con-
ditions to be prescribed by the brigade commander not less than
twice a year, and oftener if authorized by the commander-in-
chief; and the naval brigade shall be inspected by some officer
designated by the commander-in chief, and under orders and
conditions prescribed by him, as often as he may think necessary,
but not less than once a year.

21. The commander-in-chief may at any time order general
courts-martial for the trial of any officer or enlisted man of the
Maryland National Guard for any military or naval offenses;
and he may also, by such general rules and regulations as he
may think proper to publish from time to time, provide for
organizing and convening brigade and regimental courts martial
and courts-martial for the naval brigade, by the respective com-
manders thereof, for the trial of all such military and naval
offenses, which rules and regulations shall have the force of law.

22. The commander-in-chief is hereby authorized to make
such rules and regulations, from time to time, as he may deem
expedient for the government and instruction of the naval
brigade, bat such rules and regulations shall conform to this article,
and as nearly as practicable to those governing the United States
Navy, and when promulgated they shall have the same force
