888 CECIL COUNTY. [ART. 8.

and shall be open at all times for the inspection of any person
interested, and copies of all ordinances shah1 be set up in the
most public places in the town, that the same may be generally
made known.

1867, ch. 218.

851. The commissioners may pass all by-laws and ordinances
necessary to give effect and operation to all the powers vested in
the said corporation, and may impose fines, penalties and for-
feitures for the breach thereof; but no ordinance of the commis-
sioners shall impose a fine, penalty or forfeiture, for any one
offence, of more than ten dollars.

352. They shall have power to levy and collect taxes in the
town, not exceeding in any one year thirty cents in the hundred
dollars, on the assessable property in the town.

353. They shall once in three years, or oftener, if they think
proper, appoint an assessor, who shall, under oath, value and
assess the property in the town, in the same manner and with
like authority as county assessors proceed to assess in the county.

354. If any owner of property assessed in the town shall feel
aggrieved by the assessment made by said assessor, he may appeal
to the president and commissioners, who may make such deduc-
tions therein as to them may seem just and reasonable.

355. The commissioners may annually appoint an active and
discreet person to be bailiff, constable and collector, within the
limits of the town, who, before he shall proceed to the execution
of his office, shall take an oath before a justice of the peace for
the county, that he will faithfully and impartially perform the
duties required of him as bailiff and collector, within the limits
of the town, without favor, affection or partiality, according to
the best of his skill and judgment, and shall also give bond in
