time, the said county commissioners may appoint a treasurer in
place of the person so failing to qualify, or to fill said vacancy, as
the case may be, for the remainder of the current term; all docu-
ments, books and papers belonging to the office of treasurer are
hereby declared to be the property of Cecil county, and at all
times be subject to the examination of the said county commis-
sioners.

123. The county commissioners shall, at the time of making
the annual levy, levy a sufficient sum by estimate to cover the
discount to taxpayers and the compensation to the treasurer.

124. The provisions of sections 241 to 245, of article 4, of the
public local laws, title "City of Baltimore," relating to " Cruelty
to Animals," shall apply to Cecil county as fully as if repeated
in this article.

125. Cecil, Carroll, Caroline, Calvert, Dorchester, Kent, Mont-
gomery, Prince George's, Queen Anne's, St. Mary's, Somerset,
"Washington, "Wicomico, "Worcester and Allegany counties, and
Baltimore city, and all cities, towns or boroughs in which dogs are
taxed by municipal ordinance, are exempted from the operation of
sections 157-162 of article 81 of the code ofpublic general laws, title
"Revenue and Taxes," relating to the taxation of dogs in this
State.

126. Cecil county is divided into nine election districts, ac-
cording to their present bounds and limits, and elections for all
public offices shall be held in each of said districts at the places
heretofore established by law for that purpose.
