town bailiff and collector of town taxes, and the faithful per-
formance of such duties as shall be imposed on him by the
ordinances of said president and commissioners.

96. Said bailiff may enforce the payment of town taxes in
the same manner and with like effect as collectors of State and
county taxes may enforce the payment of State and county
taxes; and said bailiff shall, before he enters upon the duties of
his office as such bailiff or collector, take an oath before some
justice of the peace for said county that he will faithfully and
impartially perform the duties of his said offices without favor,
affection or partiality, according to the best of his skill and
judgment.

97. The president and commissioners shall have full power to
establish the grades of the streets, lanes and alleys of the town,
to pave or to construct walks for the sidewalks of streets of the
town, to renew and repair the pavement or walks upon said
sidewalks whenever in their judgment the same shall be
necessary.

98. They shall have power to open new streets, lanes and alleys
in the town, and to straighten and increase the width of and
remove all obstructions from those already located and used; and
if they cannot agree with the owner of the land or other property,
necessary for these purposes, or if such owner be incompetent to
contract, or shall reside out of Cecil county, then such land or
other property may be condemned for the purposes aforesaid, in
the manner prescribed in the code of public general laws, and
may assess and levy the damages and expenses thereof generally
upon the whole of the assessable property of the town, or specially
upon the assessable property of persons benefited thereby.

99. All taxes, fines, forfeitures and penalties imposed by the
president and commissioners by virtue of any law or ordinance,
shall be applied to the use of the town as may from time to time
