1882, ch. 406.

76. The commissioners and all other officers of said town,
before they enter upon the duties of their respective offices, shall
severally take the following oath: "I do solemnly swear that I
will faithfully execute the office of ———— to the best of my
knowledge and ability, without favor, affection or partiality."

77. The president of the said commissioners, in virtue of his
office, shall have and exercise within the limits of the town, all the
jurisdiction and power of a justice of the peace, except as to the
recovery of small debts; he may call on any officer of the town
entrusted with the receipt and expenditure of public money for a
statement of his accounts as often as he shall see proper; he shall
see that the ordinances are faithfully executed and report to the
town commissioners at their stated meeting the general state of
the town; and may call special meetings of the commissioners
whenever he may see proper; and said commissioners, before the
first day of May in each and every year, shall make a public state-
ment of the receipts and expenditures of the town for such year
by one insertion published in one or more newspapers printed in
Cecil county.

78. The county commissioners may, at their discretion, levy
annually upon the assessable property of the county, and pay over
to the said president and commissioners such sum as they may see
fit to aid in keeping the streets of the town, as part of lie public
roads of the county, in good repair.

79. If the inhabitants of the town at any time shall neglect to
make an election as herein directed, the power of electing com-
missioners shall not thereupon cease, but shall continue as though
such election had been held, and the president and commissioners
for the time being shall remain in office until such annual election
shall be held.
