common council shall levy annually and collect for this purpose
the sum of one thousand eight hundred dollars,-or so much
thereof as may be necessary to carry out the provisions of said,
sections.

247. They are authorized and empowered to agree and con-
tract with the president and managers of the Baltimore and
Reisterstown turnpike company, for the use and control or pur-
chase of so much of the road of said turnpike company as passes
through the city of Westminster, or as much thereof as may be
agreed upon, and upon such terms and conditions as may be
mutually agreed upon by and between the parties aforesaid, for
use as a public highway.

248. They are authorized and empowered to issue bonds, in
the name of the mayor and common council of Westminster, in
sums not less than one hundred dollars nor more than one thous-
and dollars, to be signed by the mayor, and countersigned by the
clerk of said common council of Westminster, not exceeding in
the whole the sum of twenty-five thousand dollars, bearing interest
not exceeding six per centum per annum, payable semi-annually,
on the first day of January and on the first day of July in each and
every year; and said bonds shall not be disposed of at less than
the par yalue thereof, and the same shall be exempt from county
and municipal taxation.

249. The said bonds shall be issued, payable twenty years
from the date thereof, and redeemable at any time after the ex-
piration of ten years from the date thereof, at the pleasure of the
mayor and common council of "Westminster; and the said bonds
shall be consecutively numbered as the same shall be issued.
250. The said sum of twenty-five thousand dollars, or so much,
thereof as may be necessary for this purpose, shall be by the said
mayor and common council used and applied exclusively to the
payment of the costs and expenses of paving, grading or macadam-
