by the mayor, and at such other times as they shall adjourn to;
they sliall elect one of their number president, who, in the absence
or sickness of the mayor shall be clothed with all his power and
authority.

by-laws for their own government while in session.

226. The mayor and common council shall have power to
purchase and hold real, personal and mixed property, for the use
and benefit of said corporation, and to convey and dispose of the
same, or any part thereof; for the same purpose, they shall also
have power to pass all ordinances, not contrary to law, necessary
within the limits of said city to preserve the health, peace and
safety of the inhabitants thereof; to prevent and remove nuisances
and annoyances; to restrain all disorders and disturbances; to
suppress gambling; to prevent the firing of cannon, guns, pistols,
fire-crackers or other explosive instruments or materials in the
corporate limits; to suppress fires and prevent the danger thereof;
to make or cause to be made and repaired, all necessary drains,
sewers, culverts and bridges; to license public amusements, shows
and exhibitions, fix the sums of money to be paid therefor, and
prescribe the mode of collecting the same; to provide for the good
government and general police of the city; and shall have power
to enforce the observance of all such ordinances by fines, penalties
and forfeitures, not exceeding twenty dollars for any one offence.

and extending, or widening any street or alley in the city, and may
fix the dimensions thereof, which, in their judgment, the public

welfare or convenience may require; to provide for ascertaining

whether any and what amount in value of damage will be caused
