book, and shall pay out the same only on the order of the mayor,
and countersigned by the clerk, after the bills therefor have been
passed by the said common council; and shall annually report, by
a written or printed statement in detail, to the mayor and com-
mon council, showing the condition of the finances of the town,
giving the several sums received and expended, and from whom
received and for what account, and for what particular purposes
expended, and to whom paid; and the mayor and common coun-
cil shall require the said treasurer to enter into bond, with suffi-
cient security for the true and faithful performance of his duties
as such, which bond shall be liable as collectors' bonds are, under
the laws of the State.

190. The mayor of the town, by virtue of his office, for
municipal purposes and preserving the peace, shall have all the
powers of a justice of the peace.

191. No justice of the peace shall be eligible to any office of
the town, either by election or appointment; if he shall be ap-
pointed a justice of the peace or qualifies as such, he shall then
cease to hold office as aforesaid.

192. Whenever any person owning land adjacent to the cor-
porate limits of the town shall desire that said limits be so
extended as to embrace his lands, he shall express the same to
the mayor and common council of the said town by petition;
and if any of said land is laid off in lots, streets and alleys, a
majority of those persons owning said lots bounding on one or
more streets may express by petition to the mayor and common
council as aforesaid their desire to have said lots, streets and alleys
embraced in the corporate limits of the town.

193. In the event of such petition being made to the mayor
and common council by any person, as provided for in the above
section, then and in that case the mayor and common council
shall submit the matter as expressed in the petition to the
