179. They may cause an assessment to be made from time to
time, by some person appointed by them, of all the property, real
and personal, within the town; and whenever they may deem it
necessary for any purpose connected with the government, regula-
tion and improvement of the town, they may levy upon the
property assessed, such tax, not exceeding in any one year twenty-
five cents on the one hundred dollars, as they may deem necessary.

180. They shall provide by ordinance for levying and
collecting an annual tax on dogs and bitches of not less than fifty
cents nor more than one dollar for every dog; and not less than,
two nor more than five dollars on every bitch, belonging to or
kept in said town by any of the inhabitants thereof, to be paid by
the owners or keepers thereof, and to be collected as other town
taxes are; and they may authorize and compel the bailiff to kill
any dog or bitch found running at large within the limits of said
town whose owner cannot be ascertained, or who, being known,
shall neglect or refuse to pay the taxes imposed by this section;
and the common council in addition to the above may impose-
upon the owner of any dog or bitch found running at large, as
aforesaid, such fine as they may deem proper, not exceeding five-
dollars and costs of suit, which shall be collected as other small
debts are.

181. They may provide by ordinance that horses, horned cattle,
hogs, goats and sheep shall not be allowed to run at large within
the limits of the town without a written permission therefor,
signed by the mayor and attested by the clerk of said town.

182. If any horse, horned cattle, hogs, goats or sheep shall be
found running at large within the corporate limits of the town,
it shall be the duty of the bailiff to impound the same, and give
notice thereof by advertisement, set up at the two most public
places in the town, describing the animal so impounded; and
if the owner thereof shall not, within five days after the put-
ting up of said notice, come forward and prove his property,
