734 CARROLL COUNTY. [ART. 7.

which notice shall be as follows, or to the following effect, viz:
"This is to give notice that the county commissioners of Carroll
county have this day made their annual levy on the assessable
property of said county, for State and county taxes, for the year
iinsert particular year); that all persons or incorporated institu-
tions that shall pay their State and county taxes on or before the
first day of September next, shall be entitled to a deduction of
five per centum on the amount of said State taxes and two per
centum on the amount of their county taxes; and if paid on or
before the first of October next, a deduction of four per centum
on their State taxes; and if paid on or before the first day of
November next, a deduction of three per centum on their State
taxes; that said taxes will be in arrear on the first day of January
next and bear interest from that date; that all. persons or incor-
porated institutions failing to pay their State and county taxes,
before the same shall be in arrear, will render the property and
estate of such delinquent liable to be sold for the prompt pay-
ment of said taxes; ———— county treasurer;" and said notice
shall be published in said newspapers during the months of July
and December in each and every year.

134. The county commissioners are authorized, in their dis-
cretion, to re-survey and mark and bound the public roads in said
county, when and where they may deem such re-survey necessary

and expedient.

135. Whenever the said commissioners shall deem it expedi-
ent that any of the public roads in said county shall be re-sur-
veyed, they shall appoint three persons not interested, nor holding
lands through which said road may pass; and the persons so ap-
pointed, or a majority of them, after giving thirty days' public
notice thereof, shall meet on the premises and re-survey and
mark and bound such public road, according to the best evidence
they can obtain of the location thereof, either by examination of
witnesses, or by reference to former surveys, or by personal in-
spection of such road; and in the absence of other sufficient and
satisfactory evidence, the said persons so appointed as aforesaid
are authorized to adopt the centre of such road as the centre
