152. If at any time an election shall not be held for commis-
sioners at the time named in this sub-title of this article, an elec-
tion may be held at any time after ten days' notice thereof shall
have been given by the commissioners, or a majority of them;
and if the said commissioners shall fail or neglect to give such
notice within the period of sixty days alter the time named in
section 150 for holding such elections, an election may be held at
any time after ten days' notice thereof shall have been given by
iive of the qualified voters of said town.

153. If any vacancy shall occur by the death, resignation,
removal or refusal to act of any one or more of the commis-
sioners elected as aforesaid, the remaining commissioners, or a
majority of them, shall elect a proper person to fill said vacancy.

154. If at any election held under this sub-title of this article,
two or more persons shall receive the same number of votes for
commissioner of said village, the judges of the said election shall,
after having given five days' notice of the time and place, proceed
to hold another election to fill up said board of commissioners,
and the person receiving the highest number of votes at said
election, shall, with those previously chosen, if any, constitute the
commissioners of Greensborough for the year ensuing.

155. Every commissioner, before he proceeds to act as such,
shall make oath before some justice of the peace for Caroline
county, that he will diligently and faithfully, according to the
best of his skill and judgment, perform the duties of commis-
sioner, without favor, partiality or prejudice; and a certificate of
such qualification shall be returned by the said justice to the
commissioners, to be filed and recorded among their proceedings.

156. The said commissioners shall meet at such place as they
