60 ALLEGANY COUNTY. [ART. 1.

1870, ch. 77.

157. The mayor and councilmen may appoint a supervisor or
supervisors of the streets, lanes and alleys of said town, and direct
in what manner the same shall be kept up and repaired, and may
allow such supervisor such compensation for his services as they
may deem reasonable.

158. The bailiff of said town shall attend the meetings of the
mayor and councilmen when required, and perform such services
as they shall direct; shall prevent the tumultuous and irregular
meetings of dissolute and disorderly persons within said town, and
disperse them, when assembled, by lawful means, and they shall
be held amenable to such penalties as shall be prescribed by the
mayor and councilmen.

159. The said bailiff shall have the same power and receive
the same fees as constables in Allegany county, for making arrests
or serving any process for violation of the ordinances of the town,
or in the discharge of his duties as bailiff.

160. All fines, penalties and forfeitures imposed by this
charter, or any ordinance of said town, may be recovered in the
name of the mayor and councilmen of Frostburg, before the
mayor or any justice of the peace, as small debts, and shall be
paid to the mayor and councilmen for the use of the town.

161. The mayor and councilmen shall have power to require
license from all circuses, theatrical and other exhibitions for gain,
exhibiting in said town; they shall also have power to require license
from the owner or keeper of any horse, cart, hack, wagon, dray
and every description of wheel vehicle and carriage kept for hire
in said town; also from auctions, stores, hawkers and peddlers.

162. The said corporation shall not issue any device, token,
note, certificate or evidence of debt to be used as currency.
