unless requested so to do by the proper and corporate authorities
of said towns respectively, and then only when the condition of
said bay and river will justify her leaving for the purpose of
relieving the harbors of the towns aforesaid.

375. The said board are authorized and required from time to
time, as may be necessary to make requisitions upon the comp-
troller of the treasury of the State, and the register of the city
of Baltimore, respectively, for such amounts, not exceeding one
hundred and twenty thousand dollars in all, and to be paid by
the State and the mayor and city council of Baltimore, equally,
as the construction of said steamer may require, and to be ex-
pended in ,and about the same, and in like manner to make
requisitions for the annual amount of ten thousand dollars, to be
paid by the mayor and city council of Baltimore as aforesaid, or
so much thereof as may be required for the efficient navigation
and use of the said steamer for the purposes aforesaid, in each
and every year; and the comptroller is hereby authorized and
directed, upon receiving such requisitions from said board from
time to time, in conformity herewith, to issue his warrant to the
treasurer for the payment of the monies so required and hereby
appropriated upon the part of the State; and the register of the
city of Baltimore is hereby authorized and required to answer
and pay the said requisition when made in conformity herewith,
from time to time, and the mayor and city council of Balti-
more are hereby authorized and required to make provision
for the same by proper assessment and levy, from time to time,
in the usual way. If at any time the said board shall deem it
necessary and proper to use any of the wharf property of the
city, belonging to Baltimore city, for the purposes of said steamer
and her operations, they shall be entitled to the use of the same
free of all charge.

376. A majority of said board shall constitute a quorum and
determine the action of the same; they shall report their pro-
ceedings to the general assembly and the mayor and city
council of Baltimore, at the regular sessions thereof, and shall
render an annual account of their receipts and disbursements
