and children of firemen and of police who may be killed in dis-
charge of duty, and to provide by general ordinance for giving
pensions to employees of the Baltimore fire department who may
become unable to perform further service by reason of age or
other physical or mental disabilities.

316. There shall be a fire inspector for the city of Baltimore
commissioned by the mayor in such manner as may be prescribed
by ordinance.

317. It shall be the duty of the fire inspector to attend all
fires that may occur in the city of Baltimore, with a badge of
office conspicuously displayed, upon which his title shall be
legibly printed, and he shall take charge of and protect all prop-
erty of any kind and description daring such fires, or which may
be imperiled thereby, and safely keep the same in his possession
or under his control, until satisfactory proof of ownership be
made thereto; and shall, as far as practicable, prevent property
from being injured at such fires, and regulate and direct, when in
his opinion it is necessary or expedient, the removal of goods,
merchandise and other property to a place of safety. Any per-
son who shall wilfully hinder or obstruct said officer in the lawful
discharge or performance of any of the duties of his office shall
be deemed guilty of a misdemeanor, and on conviction thereof,
shall be punished by imprisonment in the city jail for not more
than one month, or by a fine not exceeding five hundred dollars.

318. It shall be the duty of said fire inspector to institute
investigations into the causes of such fires as may occur in the
city of Baltimore, whenever in his judgment the occasion de-
mands it, and for this purpose he shall have power to issue sub-
poenas and administer oaths, and compel the attendance of wit-
nesses before him by attachment or otherwise; all subpoenas
issued by him shall be in such form as he may prescribe, and
shall be directed to and served by any constable, police officer,
