38 ALLEGANY COUNTY. [ART. 1.

eral officers required by law or ordinance to give bond, shall be
recorded in the office of the clerk of the circuit court for Alle-
gany county, and a certified copy thereof, under seal, shall be
evidence to prove the execution of such bond in any of the courts,
of this State.

78. The city council are authorized to pass such ordi-
nances as they may deem necessary to provide for a system of
charges for the use of the water from the water-works in said
city, and to provide for the protection of the buildings and prop-
erty of said water-works belonging to said city.

79. Said mayor and city council may establish and maintain a.
city prison, and may confine therein all persons convicted of
violations of their ordinances, in default of the payment of the
fines imposed for such violations; or may at their option confine
such person in the county jail, at the expense of said city, or
they may require such persons, in default in the payment of
fines, to work out each fines and costs upon the streets or other
improvements of said city—such persons to be allowed as a credit
on such fines and costs the same wages as- are paid other em-
ployees of said city for the same work.

80. All fines, penalties and forfeitures imposed by this sub-title
of this article, or for the violation of any ordinance of said city,
shall be recoverable in the name of the mayor and city council of
Cumberland before such justice of the peace of the State of Mary-
land, residing in said city, as may be elected as police magistrate
for said city by said mayor and city council, and no other, as small
debts, and shall be paid to the mayor and city council for the use;
of said city.

81. The members of said city council shall receive for their
services as such the sum of three dollars for each meeting held
by said body; provided, that the amount so to be paid shall not
exceed the sum of seventy-five dollars in any one year.
