one thousand dollars for every such offence, recoverable by said
board of police, by civil action, in the name of the State, and
likewise to imprisonment for not less than sixty days, upon con-
viction thereof in any criminal court of competent jurisdiction;
provided, however, that nothing contained in this sub-title of this
article shall be construed to impair or destroy the authority of
the said board of police under the provisions of this sub-title of
this article constituting the same, and prescribing their powers and
duties, and especially under the provisions of the sections author-
izing them to control and command all conservators of the peace
on the occasions and in the manner therein provided.

259. The said board of supervisors of election shall likewise
select and appoint in the same manner, within the same time
and in. all respects as provided in section 252 for the selection
and appointment of judges, two clerks of different political
parties, for each election precinct, who shall possess the same
qualifications as the judges, and wlio shall, respectively, dis-
charge the duties by law belonging or hereafter to be assigned
to clerks of election, and who shall receive two dollars per diem
each for their services as such. The names of said clerks shall
be published at the same time and in the same manner as those
of the persons selected and appointed as judges. Each one of the
said supervisors of election shall have a vote upon the proposed
selection or nomination of any officer of registration, judge or
clerk of election; and if in any instance in consequence of such
vote the board cannot agree upon such appointment, then the
names of three persons who are eligible shall be submitted for
selection for officers of registration, judge or clerk, as the case
may be, by the supervisor or supervisors belonging to the leading
political party entitled to be represented by such registration
officer, judge or clerk; and out of said three names the other
supervisor or supervisors representing the other leading political
party of the State shall select the name of such registration officer,
judge or clerk, who, when so selected, shall be appointed the
registration officer, judge or clerk, if otherwise eligible, and shall
serve, unless excused by said board of supervisors of election.
The said judges of election shall receive two dollars per diem,
