from each of said parties, and all of them shall be legal voters,
residing in the precinct for which they are appointed, and shall
be men of approved integrity and capacity, and none of them,
shall hold office or employment under the government of the
United States or of the State of Maryland, or of the city of
Baltimore, and they must not be candidates for office at the next
ensuing election. Immediately upon the appointment of said
officers of registration, the said board of supervisors of election
shall publish their names daily, for one week, in four of the
newspapers published in the city of Baltimore, to the end that
ample public opportunity may be given to investigate and deter-
mine any complaints that may be preferred to said board
in writing against their fitness and qualifications to act as
such officers of registration; should any such complaints
be so preferred, it shall be the duty of said board to ex-
amine promptly into the same and to remove any of such officers
of registration whom, upon inquiry, they shall find to be unfit
or incapable, and to appoint others in their stead, possessing the
qualifications hereinbefore prescribed. The names of all persons
substituted in the place of those who shall be removed or excused
for any cause from serving shall be immediately published not
less than three times in each of four daily newspapers in the
city of Baltimore; and the whole of said officers of registration
shall be finally selected, appointed and qualified not later than
the first Monday in May in each year, so that they may be ready
to enter upon the performance of their duties as officers of regis-
tration on the second Monday of May in each year, as provided
by article 33 of the code of public general laws, title "Elections,"
sub-title "Registration of Yoters. Said board shall have power to
remove any of said officers of registration for misconduct, ineffi-
ciency or neglect of duty; and vacancies occurring amongst said
officers of registration by death, removal from the city of Baltimore,
disqualification from any cause, or removal by the board of supervis-
ors of election, shall be promptly filled, and the names of their suc-
cessors duly published by said board. It shall also be the duty of
said board of supervisors of elections, not less than two months
before every election to be hereafter held in the city of Balti-
more, to select three discreet and qualified persons, no one of
whom shall hold office or employment under the government of
