302 CITY OF BALTIMORE. [ART. 4.

P. L. L, (1860,) art. 4, sec. 15. 1888, ch. 397.

19. The election for members of the first branch shall be held
on the Tuesday after the first Monday in November in each year,
and shall be held by wards, and no person shall be entitled to

vote for any but the member for the ward of which he is resident.

20. The election for the members of the second branch shall
be held on the Tuesday after the second Monday in November
in every second year, accounting from the year eighteen hundred
and eighty -seven.

21. The qualification of electors of members of the city council
shall be the same as those of electors of mayor.

22. All vacancies in the city council shall be filled without
delay from the ward or wards in which such vacancy occurs, in
such manner as has been or may be directed by ordinance.

23. The judges of election shall, within three days after an

election of members of the first branch, notify to the persons
having the greatest number of legal votes in their respective

wards that they are duly elected; and the said judges shall make
the return of all elections for mayor and members of the city

council, and deposit their polls as directed by ordinance of the
mayor and city council.

24. The city council shall meet on the second Monday of
November of each and every year, and may continue in session
for one hundred and twenty days, and no longer; provided, that
they may by ordinance or resolution so arrange their sittings that
the same may be held continuously or otherwise; provided fur-
ther, that the mayor may convene the said city council in extra
session, as he may now do by virtue of the 4th section of the llth
article of the constitution.
