proceedings shall and can be had and taken in the matter as are
provided for in the case of condemning, opening, grading and
constructing any street or avenue, or part thereof, under the
provisions of any of the sections of this sub-title of this article.

239. In condemning, opening, grading and constructing any
street or avenue, or part thereof, under the provisions of any of
the sections of this sub-title of this article, the examiner or exam-
iners shall assess the gross amount of such damages, the probable
cost of opening, grading and construction, and the probable
amount of cost and expense of the proceedings in the matter,
including the per diem of the examiner or examiners, in such
proportions as may be fair and equitable, as benefits upon all the
grounds in Baltimore county or adjacent thereto, which shall, in
the opinion of the examiner or examiners, be benefited by the
condemnation, opening, grading and construction of said street or
avenue, or any part thereof.

240. Whenever any street or avenue, or portion thereof, or
thoroughfare, is in course of being condemned, opened, graded
and constructed under the provisions of any of the sections of
this sub-title of this article, and it shall be necessary to erect
any bridge or culvert over any water course over which the same
may pass, and the county commissioners, upon application being
made to them, shall be of the opinion and consider that the
public convenience requires the building and erection of such
bridge or culvert, they shall appropriate and set aside such sum
as may be necessary therefor and convenience may require.

241. It shall be the duty of the county commissioners to
cause all buildings binding on any of the paved streets, paved
roads and paved avenues of Baltimore county, within two miles
of Baltimore city, to be regularly and consecutively numbered,
the said numbers to begin at the point on said streets nearest to
the city of Baltimore, if such streets, roads and avenues shall
extend from or near any boundary line of said city outward; but
