demand, refusal or neglect to pay on the part of the owner, shall
thereupon issue his warrant authorizing the sale of such horse,
mare, gelding, mule, horned cattle or vehicle.

161. And upon receiving such warrant, the said keeper may
sell such horse, mare, gelding, mules, horned cattle or vehicle, at
public auction, at some public place in said county, after giving ten
days' notice in one paper published in Baltimore county, and
handbills set up in the vicinity of such sale, of the time, place
and manner of sale, and after deducting the amount due for
keeping and all expenses of said Bale, shall pay the surplus, if
any, to the owner.

162. It shall not be lawful for stock of any kind to go at
large and without attendants within the distance of five miles
from the limits of Baltimore city.

163. It shall not be lawful for stock of any kind to go at
large in Lutherville, nor within a circuit of one mile, taking the
Lutheran church in said village as the central point.

164. It shall not be lawful for stock of any kind to go at
large in Reisterstown, nor within a circuit of one mile, taking
the sixteen mile stone, located in Reisterstown, as the central
point.

165. It shall be lawful for any person, and shall be the duty
of the constables and the police force of Baltimore county, to
take up and impound any horse, mule, horned cattle, goats or
swine which may be found going at large and without attend-
ants within the said described limits; and any constable or other
person so taking up and impounding shall notify a justice of the
peace, resident within said limits, who shall give notice of
