2154 WORCESTER COUNTY. [ART. 24.

enforce the ordinances of said town, and, in the execution of the
duties of his office, shall have all and the same powers that con-
stables have in criminal cases. Upon entering upon the duties of
his office, he shall make oath before one of the said commissioners
that he will faithfully and impartially execute the duties of his
office according to the best of his skill and judgment, without
favor or prejudice, and shall also give bond to the State of Mary-
land in such penalty as the commissioners may direct, and with
sureties to be approved by them, for the faithful performance of
his duties as bailiff, and the said bond shall be recorded in the
office of the clerk of the circuit court for said county; but
nothing herein shall be construed to prevent the bailiff from,
acting as lamplighter and receiving pay in said capacity.

169. They may pass all ordinances necessary to give effect and
operation to the powers vested in them.

170. All ordinances enacted by the said commissioners shall
be immediately made public by printed handbills posted in not
less than five conspicuous places in said town.

171. The clerk of the circuit court for Worcester county may
issue to any citizen of said county a license to take or catch
oysters with rakes or tongs from the waters of Synepuxent bay,
or its tributaries, until the first day of May next after issuing of
said license; provided, the applicant for said license shall satisfy
the said clerk, by his own oath or other sufficient proof, that he
is a citizen of said county, and shall pay to said clerk the sum of
one dollar, to be paid by said clerk to the county commissioners
of Worcester county, to be expended in the procuring of seed
oysters, to be planted in said bay upon the natural rocks thereof
as said commissioners may direct; and upon taking out said
license, and not otherwise, it shall be lawful for said citizen, so
obtaining the same, to take and remove oysters from the natural
rocks in the waters of said Synepuxent bay and its tributaries,
