before the first day of October of said year, they shall allow a
deduction of four per centum thereof; and to all who shall pay
the same on or before the first day of November of said year,
they shall allow a deduction of three per centum thereof; and at
the time of receiving said taxes, the collectors shall make the
deduction aforesaid and note the same upon the receipts given
to the persons or incorporated institutions so paying; and upon
all taxes which shall be in arrears and unpaid by the first day of
January next succeeding the year for which they were levied,
the said collectors shall charge and collect, and the delinquent
taxpayers shall pay interest until the said taxes are paid, to be
noted on the receipts or vouchers given for the payment of such
taxes in arrears as aforesaid, and added to the amount thereof; and
for payment over to the county commissioners, or to their order,
the bonds of said collectors shall be liable in the same manner,
and to the like extent, as herein provided for the principal sums of
the taxes placed in their hands for collection, on which the same
may become payable by the default in payment of the taxpayers
owing the same for the time and periods hereinbefore stated.

44. The county commissioners of said county shall levy annu-
ally, for the use of the crier of the circuit court for said county,
a sum sufficient to pay him two dollars a day for each day he
shall be employed as crier of the said court, and they shall pay
the same to the crier at the close of each session of the court.

45. The inhabitants of the city of Cumberland, in Allegany
county, are a corporation by the name of the Mayor and City
Council of Cumberland, and by that name may sue and be sued,
may have and use a common seal, which may be altered at
pleasure, and may purchase and hold real, personal or mixed
property, or dispose of the same for the benefit of said city; pro-
vided, that the purchase or alienation of such real estate when
the value thereof shall exceed the sum of ten thousand dollars,
shall be first submitted to the voters of the city, either at a
