the lots, streets, lanes, alleys or enclosures in the said town of
Franklin, to endanger the health and lives of or annoy any of
its inhabitants, under the penalty of two dollars for each and
every offence, and the further penalty of two dollars for each
and every day the same shall be continued after notice by any
owner of property or inhabitant of the town, given in writing to
the offending party to remove the same.

112. It shall not be lawful for any person to obstruct in any
way or manner whatever, any of the streets, lanes or alleys of
the said town of Franklin, as laid down in the said plat of the
town, so as to prevent a free passage along, over and through the
same, under a penalty of three dollars for each and every
offence, and the additional sum of one dollar for every hour any
such obstruction shall be permitted to remain, after notice to
remove the same by any one whose passage may be so obstructed.

113. All the fines and penalties under the provisions of the
iive preceding sections shall be recoverable in the name of the
State, in an action of debt before a justice of the peace, and shall
be paid over to the school commissioners for the benefit of the
public schools in the first election district of Baltimore county.
GAS COMPANIES.

114. No gas companies shall be formed in Baltimore county,
Baltimore city, or Anne Arundel county, except hi the city of
Annapolis.

115. No gas companies chartered in any other counties of the
State shall have the right to lay mains or sell gas in Baltimore
county, Baltimore city or Anne Arundel county.

or issued under the code of public general laws, or any other law,
