before the said treasurer acts as such, he shall give bond for such

amount as the commissioners shall prescribe, for the faithful
performance of his duties as treasurer.

31. The said commissioners shall appoint a bailiff of said town

(who may be allowed to hold the office of collector of taxes,) and
prescribe his duties; and the bailiff shall enforce the town ordi-
nances, and in the execution of his duties as bailiff, shall have all
and the same powers as a constable in criminal cases, and he shall
receive the fees of a constable and such other compensation as the
commissioners think proper.

32. The said commissioners may pass ordinances to preserve
the health of the people in said town, ordering the cleansing of
privies, sinks or other place of deposit for refuse and unwhole-
some matter; to prevent and remove nuisances; regulate or
restrain the running at large of horses, cattle, swine, geese, ducks
or chickens, within the limits of said town; to prohibit the firing
of guns or pistols, or the shooting of fireworks within said town;
to prohibit and disperse the tumultuous meetings of idle, dissolute
or drunken persons; to provide for a tax on dogs of said town;
to provide for working, mending and widening of streets; to
provide for the suppression of vice and immorality, and generally
to provide for the regulation of good government and improve-
ment of said town, and may enforce the observances thereof
under such penalties, fines and forfeitures as they shall deem
proper, not exceeding ten dollars for any one offence; and all
such fines, penalties and forfeitures may be recovered before a
justice of the peace of Wicomico county; and in default of
payment of such fines or penalties and costs, the offender may
be committed to the jail of Wicomico county.

33. All male inhabitants of said town, between the age of
twenty-one and fifty years (ministers of the gospel excepted),
shall work on the streets of said town two days in each year, or
