413. The burgess and commissioners may appoint a clerk and
prescribe his duties, and may allow him such compensation as
they may think proper.

414. They may make such by-laws and ordinances as they
may deem expedient for the comfort, health, convenience and
prosperity of the said town and its inhabitants, for the prevention
or removal of nuisances, the prevention and extinguishment of
fires, the preservation of health and suppression of vice and im-
morality in the said town; and copies of all such ordinances shall
be printed and posted up in the most public places in the said
town, and also recorded by the clerk in a book for that purpose,
which shall be in the keeping of the burgess and open at all
times to the inspection of all persons interested.

415. They shall have power to appoint one of their number
treasurer of said corporation, who shall be the custodian of the
corporate funds, and to assign his duties and responsibilities.

416. They may appoint a collector of taxes for the said town,
whc shall have the same power to distrain and sell as the
collector of connty taxes has, and shall receive such compensation
for his services as the said corporation may deem just; and who
shall give bond, with approved security, to the said corporation,
for the prompt and faithful discharge of his duties.

417. They may annually lay an equal tax on all the property
within the limits of said town, which is taxed by the State and
county, for the ordinary tises of the said corporation, not to
exceed in amount twenty-five cents on each hundred dollars
worth- of taxable property; and they may also, not oftener than
once a year, levy an additional tax, not to exceed twenty-five
cento on every hundred dollars worth of taxable property, to be
set apart and expended under their direction, exclusively to the
repair and improvement of the streets and alleys of the said town.
