dangerous to persons passing along and over any of the highways
of said town; to make reasonable regulations in regard to build-
ings and porches to be erected in said town, and to grant
building permits for the same; to make and establish grades upon
the streets and highways of said town; to cause the sidewalks
along the public streets and highways of said town to be graded,
paved, repaved or improved, and curbs to be set and gutters to
be laid at the cost and expense of the abutting property, or
compel, by fine or otherwise, the owner or proprietor of any lot
to pave or repave the sidewalks or footways, to set curbs and lay
gutters in front thereof, agreeably to the ordinance now in force,
or which may be hereafter passed; to cause the water-courses,
drains or sewers of the town to be paved, kept in repair and
cleaned; to establish and regulate a station-house or lock-up, for
temporary confinement of violators of the law and ordinances of
the town; to suppress vagrancy; to prohibit or restrain the
keeping of bawdy houses, or houses of ill-fame within the limits
of the town, and to provide for the punishment of all persons
who shall keep, authorize or suffer to be kept, any such bawdy
house or houses of ill-fame; to demand a license from all players
and showmen exhibiting within the corporation, and from all
venders selling on the streets of said town. They shall also have
power to provide for laying out, opening, extending, widening,
straightening or closing up, in whole or in part, any street,
highway, square, lane, alley, drain, or any water-course within
the bounds of said town, which, in their opinion, public conveni-
ence may require; and to regulate and control all manufacturers
of offensive fertilizers or other commodities within the town lim-
its. They shall also have power to provide for the codification of
all ordinances which may have been or may hereafter be passed.
And for the purpose of carrying out the foregoing powers, and
for the preservation of the cleanliness, health, peace and good
order of the community, and for the protection of the lives and
property of the citizens, and to suppress, abate or discontinue, or
cause to be suppressed, abated or discontinued, all nuisances
within the corporate and sanitary limits of said town; they may
pass all ordinances or by-laws from time to time necessary, and
they may affix thereto such reasonable fines and costs, not exceed-
ing twenty dollars in any case, as may to them appear right; and
in default of the payment of any fine and cost imposed, they may
