employ lighters and other necessary labor, and to make all need-
ful provisions therefor, and to make such changes or alterations
as from time to time they may deem proper or necessary, with
the power to contract with any person, corporation or association
for such lighting; provided, that the cost under any such contract
or lighting shall not exceed the sum of five thousand dollars for
any one year, nor shall such contract be made for a period exceed-
ing ten years; and to provide the sums of money necessary to pay
the cost or charge under any such contract or lighting, the mayor
and council are hereby authorized and required, annually, to levy
on the assessable property of the town, eight cents on every one
Hundred dollars worth of assessable property, and the sums of
money collected upon said levy shall constitute a separate fund,
to be so kept by the collector of taxes, and to be applied to the
payment of such cost or charge under said contract or lighting,
and to and for no other use or purpose—said fund to be paid and
drawn out by said board of street commissioners as directed by
section 167 of said charter; and in case the said levy should not
be sufficient to pay the cost of such contract or lighting, the
mayor and council is hereby authorized and required to levy and
appropriate, of the thirty cents of tax authorized by section 195,
and not otherwise specifically appropriated by said section, as
much thereof as may be necessary for the purpose of raising the
amount to be paid under any such contract or lighting; and the
said sum of money so collected from said tax as aforesaid, appro-
priated or levied with the sums received from pro rata apportion-
ment to the same, as provided by section 166, shall constitute a
separate fund, to be kept, applied and drawn in the same manner
and form as the sums collected from the said taxes of eight cents.

192. They shall appoint a number of regular policemen, not
exceeding five, to serve under such regulations and for such com-
pensation as they may direct; such compensation, however, not to
exceed thirty dollars per month, and subject to removal for cause;
they shall have power to appoint special policemen, if in their
judgment the exigencies of the town so require; provided, how-
ever, that the term of appointment of such special policemen
shall not extend beyond a period of forty-eight hours.
