ment of a qualified person for the unexpired term of said office.

1876, ch. 201.

96. The commissioners, after having duly qualified, shall
assemble at some place within thirty days after their election, of
which meeting public notice shall be given by them; and at said
meeting they shall elect a president, treasurer and clerk, authority
being hereby granted to them to appoint some one as clerk who-
is not a member of said board of commissioners; and they shall
also appoint a bailiff or bailiffs, and prescribe the duties of bailiff
or bailiffs and clerk, and fix their salary, and they may discharge
or dismiss them at their pleasure.

97. The clerk to the commissioners, before entering upon the
duties of his office, shall make oath before the commissioners, or
a justice of the peace, that he will faithfully perform his duties.

98. The commissioners shall require and take a good bond
from each bailiff, in such penalty as they shall think sufficient;
and each bailiff shall make oath before the commissioners, or a
justice of the peace, that he will faithfully and impartially per-
form all the duties of his office, according to the best of his skill
and judgment.

99. They shall appoint three judicious citizens to assess at a
fair valuation all the real and personal property within the corpo-
rate limits of the town, during the months of May and June of
every year, if in their judgment it be necessary.

100. The citizens appointed by the commissioners to assess,
the real and personal property within the corporate limits of the
town, before entering upon the discharge of their duty, shall
make oath before the commissioners that they will faithfully and
honestly, without prejudice or partiality, fear or favor, discharge
the duties of such assessors.
