or subjected to any penalty or forfeiture, may, within five days
after the same shall be imposed and judgment recovered, super-
sede or stay the same for thirty days by giving ample personal
security to the justice of the peace; and the said fines, penalties
and forfeitures shall thereafter be collected as small debts are
now collected before a justice of the peace.

1878, ch. 468.

206. The assessment of the taxable property within the limits
of the corporation, as made by the assessors of Prince George's
county, or as may be provided by existing laws, or as may be
hereafter authorized to be made by the laws of the State, shall be
the basis of taxation of said town; and the commissioners shall
procure from the clerk of the county commissioners, who is auth-
orized and required to furnish the same when called upon by
them to do so, the assessment so made; and the said commission-
ers of Laurel shall provide for the expenses so incurred.

1870, ch. 280.

207. They shall have full power and authority annually to
appoint a bailiff, whose duty it shall be to preserve the peace and
good order of the town; and for this purpose, he is hereby vested
with the same power and authority that constables have under the
laws of this State.

1878, ch. 468.

208. The bailiff shall have the same fees for making arrests
and serving process for any violation of any ordinances of the
commissioners of Laurel, as are allowed constables for similar ser-
vices, and such further compensation as the commissioners may
think proper.

1870, ch. 260.

209. The commmissioners and all other officers of the corpor-
ation, before entering upon the duties of their office, shall take an
oath before a justice of the peace, within the limits of said corpor-
ation, that they will diligently and faithfully, to the best of their
judgment and ability, discharge the duties of their office, without
favor, partiality or prejudice, and shall file the certificate of the
officer before whom the same was taken, among the records of the
corporation.
