for members of the general assembly, shall annually elect by
ballot, on the first Monday in May, at the place in the town
designated by the judges of election, five commissioners to serve
for one year, and until their successors shall be elected and quali-
fied; no person shall be eligible as commissioner of the town
unless over twenty-five years of age, and a resident within the
corporate limits at the time of the election, and for at least one
year next preceding the same; and his term of office shall termi-
nate upon the removal of his residence from the town limits.

154. The commissioners shall meet on or before the first
Monday in June next succeeding their election, and shall choose
one of their number as president; they shall meet as often there-
after as necessary to a proper discharge of their official duties,
and shall continue in office until their successors shall be duly
elected and qualified; they shall receive no pay for their services,
except the president, who shall receive the fees hereinafter
allowed; and is case of vacancies by reason of death, refusal to
act, disqualification, resignation, or removal of any of the com-
missioners out of the corporation limits, the remaining commis-
sioners shall elect commissioners to fill said vacancies for the
unexpired term, who shall serve until their successors are elected
and qualified.

155. They shall, annually, on or before the first Monday in
April, appoint three judges of election, who shall appoint one
clerk; and the said judges shall conduct the election according to
the election laws of this State, except that the polls shall be
opened at twelve o'clock noon and closed at six o'clock in the
afternoon; and the judges and clerk shall make their returns to
the commissioners, but shall receive no compensation for their ser-
vices.

year, accounting from the year eighteen hundred and eighty-six,
one person, a legal voter in the town, and owner of real estate of
the value of at least one thousand dollars, shall be chosen by the
voters of the town as treasurer of said corporation, to serve for
