207. The mayor and council are authorized, empowered and
required to pay for all work and improvements that have been
done and made by the commissioners for Rockville, not paid for
on April 4, 1888.

208. All existing ordinances of the town of Rockville shall
remain in force until repealed or amended by the council; and
all books, papers and property in possession of the commissioners
for Rockville shall be delivered to the council when organized.

209. The council shall keep and annually publish, a tabular
statement of the receipts and expenditures of the funds of the
corporation.

210. The council shall have power to open and keep open,
streets, lanes and alleys, with the consent of the owners of the
land through which the same may pass, or upon paying damages-
therefor, to be assessed by three disinterested persons to be ap-
pointed by the council, who shall, in making such assessment, take
into consideration as well the benefits that may accrue to the
owners of said property as the damages that may occur by reason
of said opening to said owners, which said persons shall report
their proceedings to the council, whose proceedings shall then be
similar to those of county commissioners of this State in such,
cases, with right of appeal to the circuit court for the county.

211. Whenever the opening, grading, piking or paving of any
street, or part of any street, shall be done, the council shall, after
due notice thereof given by them, award the work to be done to
the lowest responsible bidder therefor.

212. The parts of the several county roads within the limits
of said town are hereby made and declared to be public streets or
