68. Article 28 of the code of public general laws, entitled
" Crows," shall not relate or apply to Montgomery, Calvert, Har-
ford, Charles, Carroll, Caroline, Frederick, Garrett, Prince
George's, Queen Anne's, Talbot, Allegany, Baltimore and Dor-
chester counties.

CRUELTY TO ANIMALS.

69. The provisions of sections 241 to 245 of article 4 of the
public local laws, title "City of Baltimore," relating to "Cruelty
to Animals," shall apply to Montgomery county as fully as if
repeated in this article.

70. Montgomery, Kent, Garrett, Dorchester, Cecil, Caroline,
Carroll, Calvert, Prince George's, Queen Anne's, St. Mary's, Wor-
cester, Somerset, "Washington, Wicomico and Allegany counties,
and Baltimore city, and all cities, towns or boroughs in which
dogs are taxed by municipal ordinance, are exempted from the
operation of sections 157-162 of article 81 of the code of public
general laws, title " Revenue and Taxes," relating to the taxation
of dogs in this State.

71. Montgomery county is divided into thirteen election dis-
tricts, according to their present names, bounds and limits; and
elections for all public officers shall be held in each of said dis-
tricts at the place heretofore established by law for that purpose.

72. The judges and clerks of election in said county shall each
