P. L. L., (1860,) art. 14. sec. 1.

1. The county commissioners of Kent county shall, on the
second Monday of April in each year, appoint three discreet per-
sons, inhabitants of said county, to be trustees of the poor of said
county.

2. One of said trustees shall be taken from the first or second
election district, one from the third or fourth election district,
and one from the fifth election district of said county.

3. The clerk of the county commissioners shall, within five
days after such appointment, make ont and deliver to the sheriff
of said county a certificate of the appointment of each of the
said trustees, endorsing one of said certificates for each of them,
respectively; and the said sheriff shall, within six days thereafter,
deliver one of said certificates to each person so appointed.

4. The said trustees shall, under the penalty of twenty-five
