period of sixty days; and from the judgment of said justice there
shall be the right of appeal to the circuit court for the county
where said justice resides; provided, said appeal shall be taken
within ten days from the date of the rendition thereof; but exe-
cution thereon shall not be stayed unless the party appealing shall
give the usual appeal bond to the State of Maryland in double
the fine imposed and costs, with two sureties, to be approved
by said justice.

313. The justices of the peace of Harford, Cecil and Balti-
more counties, and the circuit courts for each of said counties,
shall have concurrent jurisdiction in all cases that may arise under
the provisions of section 311, when the violation of such pro-
visions takes place on said bay; and when such violation takes,
place on any waters or streams forming the boundary between
any of said counties, the justices of the peace of either of said
counties bounding on said waters or streams, and the circuit court
for either of said counties, shall have concurrent jurisdiction; and
any person arrested for the violation of any of the provisions of
these sections may be taken to either of said counties, for com-
mitment and trial; and from the judgment of said justices of
the peace, appeals may be taken on the terms mentioned in the
next preceding section.

314. The board of special police, biennially appointed under
section 296, are constituted officers of this State and charged with
the enforcement of the provisions of sections 311-315, inclusive,
so far as the same extend to the waters of said bay and its-
tributaries in Harford and Cecil counties northward of the line
mentioned in section 311; and the sheriffs, constables and com-
missioned militia officers of Harford, Cecil and Baltimore counties,
are constituted officers of this State and charged with the
enforcement of the provisions of these sections in each of said
counties and upon any waters to which the same apply.

315. The possession at any time of any net or trap used or
contrived for purposes forbidden in section 311 shall be prima,
facie evidence against its possessor of its being possessed for the
purpose of violating that section.
