1888, ch. 257.

187. The county commissioners shall be relieved from the
care of the roads, streets and alleys within the corporate limits of
the city of Havre de Grace, and the care of the same shall be
transferred to the mayor and city council of Havre de Grace;
and in consideration of said transfer, all the property within the
corporate limits of said city shall hereafter be exempt from tax-
ation for public district or county road purposes, outside of said

corporate limits.

188. No person in Havre de Grace shall obtain a license for
the sale or barter of spirituous or fermented liquors in any quan-
tities whatever, except such as shall be qualified as hereinafter
provided, and be a regular hotel keeper; and any person who
may keep a house for the reception of guests, or of permanent or
transient boarders, containing at least three chambers more than
are needed for his family purposes, and are used for the recep-
tion of guests or boarders, containing therein for use at all times
at least four good beds, with sufficient covering therefor, and
iaving a stable sufficient for the accommodation of six or
more horses, shall be deemed a hotel keeper within the mean-
ing of sections 188-214 of this sub-title of this article.

189. Any person desiring to take ont a license under said sec-
tions of this sub-title of this article, shall file with the clerk of the
circuit court for said county a petition in writing, signed by him-
self and at least five freeholders, who have been such for the period
of one year prior to the time of so signing, and resident within
the corporate limits of said city; and the said petition shall certify
that the said applicant is a proper person to be licensed, and pray
that license may be granted to such applicant; and said person
applying for license shall also file with the said clerk a bond, duly

executed to the State of Maryland, with at least two sureties,
approved by the said clerk, in the penal sum of one thousand
dollars, conditioned for the payment of any or all fines, penalties
and costs to which the person obtaining such license may become
liable by reason of the violation of any of the provisions of said
sections of this sub-title of this article; and each surety on
