at least five days and not more than ten days before the day of
sale; provided, that if the owners of said animals or any of them,
shall, before the said sale, pay to the said constable one dollar for
taking up each of the said animals owned by them, and fifty
cents for putting up and giving each of the notices of said sale,
and the expenses incurred by him for keeping and feeding said
animals, the said constable shall then deliver the said animals to
the owner or his agent.

80. In case of a sale under the provisions of the preceding
section, the money arising from said sale shall be applied first to
the payment to the constable making such seizure and sale, one
dollar for taking and impounding each of the animals seized by
him, and fifty cents for giving and setting up each of the notices
of sale and the expenses incurred by him in keeping and feeding
the animals sold, and the poundage fees allowed by law to con-
stables making sale of property under writs of fieri facias, and
the balance, if any, to the owner of the animals sold.

81. In case any constable in Harford county shall fail to per-
form the duty imposed on him by section 79, he shall be fined,
two dollars for each offence, to be recovered by indictment in the
circuit court for Harford county, and to be payable to the county
commissioners of said county, and applied by them towards
repairing the public roads in the said village of Darlington, or
the roads within one mile of the town hall, in said village.

82. Harford county is divided into six election districts, ac-
cording to their present bounds and limits, and elections for all
public offices shall be held in each of said districts at the places,
therein established by law for that purpose,

83. The county commissioners are authorized to make-such
changes of the dividing lines between the election districts of
said county as in their judgment the public interest may require.
