1886, ch. 244.

14. The fines provided for in sections 8, 11 and 12, shall be
recoverable in the name of the State before any justice of the
peace in the county, one-half for the benefit of the informer and
one-half for the benefit of the county school fund; and the justice
imposing such fines shall have power to commit to the county jail
for the space of not less than ten nor more than thirty days, any
person convicted under said sections and refusing to pay such
fine; provided, however, .that any person thinking himself ag-
grieved by the decision of said justice may appeal to the circuit
court for said county, and have said charge tried before the court
or a jury.

15. It shall be the duty of the constables of the several election

districts of the county, to arrest all persons who they may have
good reason to believe are guilty of violating any of the provisions
of this sub-title of this article, and take them before a justice of
the peace for trial or hearing; and any constable failing to
perform his duty herein as aforesaid, shall be guilty of a misde-
meanor, and on indictment and conviction shall be subject to such
penalty as the court may impose.

16. The citizens of the town of Bloomington, in Garrett

county, are constituted and made a body corporate, by the name
of "The Commissioners of Bloomington," with all the privileges
of a body corporate, and with a common seal and perpetual
succession.

17. The male citizens of said town, of the age of twenty-one
years and upwards, being citizens of the United States, who have
resided in said town for and during six months next thereto
preceding, shall elect by ballot, on the first Monday in June, in
each year, at such houses as shall be designated by the commis-
sioners, five commissioners for said town, who shall also have
resided within the limits of the town, six months next preceding
the election.
