under such regulations as said commissioners may direct, and he
shall receive such compensation as shall be fixed by them.

391. If they shall fail at any time to hold their regular quar-
terly meetings or their annual elections, as herein specified, such
failure on their part shall not work a forfeiture of the charter of
said town, but such meeting or annual election shall be held as
soon thereafter as practicable.

392. They may pass such ordinances, not contrary to law, as
they may deem beneficial to the said town; may open, close,
straighten and widen streets with the consent of the owners of
the property through which the same shall pass; may grade, pave
and improve the streets in said town, restrain and suppress all
disorders and disturbances, apprehend and fine all vagabonds and

disorderly persons, and may fix and impose fines, penalties and
forfeitures for the violation of their ordinances, as they may deem
proper, and shall fix the place and determine the manner of con-
ducting all elections not herein specifically and fully provided for,
and shall have and exercise the general control and supervision
of the municipal affairs of said town; all fines and forfeitures
may be recovered as small debts are recovered before a justice of
the peace.

393. They are authorized and empowered to levy a tax on the
assessable property of said town, to maintain the lock-up built
therein for the confinement of offenders.

394. The authorities of the corporation may commit offenders
against the ordinances of the corporation to the county jail, to be
kept at the expense of the county, for a term not exceeding thirty

days; provided, that all vagrants, vagabonds, beggars and other
idle, disorderly persons found loitering in the town, who follow
no trade or occupation, and have no visible means of support, if
apprehended under any ordinance of the corporation, shall be
