partially improved; and the commissioners are fully authorized
to extend the taxable limits with the improvements hereafter
made, as they may deem just; but in no instance shall they
exceed the corporate limits as laid down in section 320.

330. If any owner of property within said village shall feel-
aggrieved by the assessment so made, he may appeal to the board
of commissioners, who may make such deduction from the valua-
tion of his property as they may deem reasonable and just.

331. The commissioners of Mechanicstown may pass all ordi-
nances necessary to preserve the health of the village; to prevent
the introduction of contagious diseases; to prevent and remove
nuisances; to preserve the peace, order and quiet of the village;
to prevent drunkenness; and may pass all such ordinances as
may be necessary to promote the good order and welfare of the
village of Mechanicstown, not contrary to the laws or constitu-
tion of the State of Maryland.

332. They shall have power to make such contract with the
Mechanicstown water company for the supply of water for the
purposes of the corporation, and to erect such fire-plugs, and keep
the same in repair as they may deem necessary.

333. They may pass ordinances to pave and keep in repair,
grade and regrade the streets, lanes and alleys, and to widen the
same, with the consent of a majority of those interested; to pre-
vent horses, wheelbarrows and other vehicles from passing on or
over the footwalks or pavements within the taxable limits; and
may tax any particular part or district of the village for paving
the streets and lanes or alleys therein, which may appear for thoe
particular benefit of such part or district.
