to what amount; to provide for collecting and paying over the
amount of compensation adjudged to each person entitled, or in-
vesting it, in the discretion of the corporation, in some stock or
otherwise, bearing an interest not exceeding six per cent, per
annum, for the use of any such persons who, because of their
infancy, absence from the city, or any other cause, may be pre-
vented from receiving it, before any street, lane or alley, in whole
or in part, shall be so opened, extended, widened, straightened or
closed up; to provide for the collection of the amounts adjudged
to be paid by the owners or possessors, who may be benefited by
the opening, widening, extension, straightening or closing up, in
whole or in part, of any street, lane or alley in the city; and to
enact and pass all ordinances from time to time which shall be
deemed necessary and proper to exercise the powers and effect
the objects above specified.

243. Before they shall pass any ordinance under the preceding
section, notice shall be given of any application for the passage
of such ordinance once a week for four successive weeks in one of
the newspapers published in said city; and before any commis-
sioners appointed by any ordinance of said corporation under this
and the preceding section, shall proceed to the performance of
their duty, they shall give notice in at least one of the newspapers
published in said city, of the object of the ordinance under which
they propose to act, at least two weeks before the time of their
first meeting to execute the same.

244. It shall and may be lawful for the mayor and aldermen
to borrow, on the faith and credit of the corporation of Frederick,
a sufficient amount of money to pay for the condemnation of all
lands necessary for the introduction of an additional quantity of
water, and for the cost of such introduction of water into the
city; also, to pay for all property condemned for the erection of
markets, and the cost of the building and erection of suitable
market houses, and also to pay for all property condemned for
the purpose of opening or widening any streets, lanes or alleys
within the city of Frederick, with full power to issue bonds in
