corrections of Frederick county, who shall collect and receive
all monies appropriated by the county commissioners for the use
and benefit of the almshouse and for the support and maintenance
of persons committed to the jail of Frederick county, and all sums
of money arising from the sale of the products raised on the farm
connected with the almshouse, or due or owing to said commis-
sioners of charities and corrections from any other source.

15. If any keeper or overseer of said almshouse, or any officer
or member of said commissioners of charities and corrections,
shall neglect or refuse, for the space of thirty days after the ex-
piration of his term of office, or after being removed from his
office, to surrender and deliver up to his successor in office any
property, money, books or effects of any kind in his possession as
such officer or member, he shall be deemed guilty of a misde-
meanor, and upon indictment and conviction in a court of law,
shall be fined not less than one thousand dollars and imprisoned
in the county jail for not less than two years; but nothing herein,
contained shall bar any civil suit that might be maintained for the
recovery of such property, money or effects.

16. The treasurer, before entering upon the discharge of his
duties, shall execute a bond payable to the said commissioners of
charities and corrections, with sufficient securities approved by
them in the penal sum of ten thousand dollars, conditioned as
follows, to wit: "the condition of the above obligation is such,
that if the above bound A. B. shall well and faithfully discharge
the duties of treasurer of the commissioners of charities and cor-
rections of Frederick county, and shall well and faithfully account
for all monies that shall come into his hands as treasurer, and pay
over the said monies to the person legally authorized to receive
the same, then the above obligation to be void, otherwise to be
and remain in full force and virtue in law."

17. The treasurer shall not pay out any of the funds that shall
come into his hands, unless by written order of said commissioners
of charities and corrections.
